Presentation Abstract
E.On is a wind power producer operating under ERCOT. Due to inaccurate wind power forecasts and grid reliability constraints, limits are imposed on the amount of wind power allowed onto the grid. Transmission line limits alsorequire ERCOT to curtail specific wind turbines to avoid overloading. Both reliability constraints and transmission constraints force ERCOT to limit the amount of wind power companies like E.On can produce.

ERCOT has implemented a new initiative to gather information about how much wind power is being curtailed throughout their region. By gaining a more accurate understanding of how much wind power is limited, ERCOT can plan new transmission lines and provide better clarity on grid reliability in areas with high penetration levels of wind power.

To determine the amount of power curtailed, a current potential wind power estimate, based on the wind speed and the specific wind turbine power curve, must be calculated. Wind speed information is gathered from meteorological towers and/or turbine manufacturer’s readings at wind farms. The various, non linear wind turbine power curves are modeled using a logical application. Wind speed is inputted to these modeled power curves, and the potential wind power available is calculated.Once this power estimate is known, wind power producers such as E.On, can calculate the power lost due to curtailment for ERCOT by calculating the difference between the available power and the current curtailment limit. This paper describes the solution implemented by E.On to gather curtailed wind power data for ERCOT.

DNP3: An Introduction to Intelligent SCADA Communication

Course Description

This DNP3 introductory course will provide students with a foundation for understanding and implementing DNP3 in the real world. Students will learn about the protocol; its origins and evolution; its features, data types and message structure; its polling options and documentation. The course is designed to be product independent and, the information is relevant whether students are designing, configuring or troubleshooting from both a device and communications perspective.

SUBNET Solutions Inc. (SUBNET) recently released a new substation utility software tool to help integrators, engineers, technicians and other utility personnel build better substations.

SUBNET SEL Relay Data Emulator is a versatile software application that simulates utility- specific SEL relay data communications. This simulated data is used to test communication networks, commission substations, check configurations, test firmware and more.

Traditional elements of substation bench-testing are either risky, costly or both. Testing is either done in a live substation environment with potential to cause disturbances, or the test-equipment is expensive. Transmission, Renewables Integration Top List of Issues in Ten-Year Electric Reliability Outlook

Key issues such as transmission siting, cyber security, integration of renewables, climate policy, and the "smart" grid will require changes to policy, planning, and operations over the next ten years, announced the North American Electric Reliability Corporation (NERC) in its 2009 Long-Term Reliability Assessment today.

The organization also issued a companion Scenario Reliability Assessment that provides an initial view of the bulk power system with a continent-wide 15 percent renewable portfolio standard, with a nuclear allowance in the Southeast, in place. The Scenario identified several possible approaches to meeting the goal: the Northeast proposed, for example, to integrate new renewable resources within the region and the Midwest proposed to transport wind power over longer distances from areas of high wind potential to population centers. Substantial transmission resources would be required in either approach.

Highlights from the 2009 Long-Term Reliability Assessment include:

Economic Recession, Demand-Side Management Lead to Decreased Demand, Higher Reserve Margins - Reduced economic activity and higher adoption of energy efficiency and demand response programs have led to decreased projected peak demand for electricity and, as a result, higher reserve margins throughout North America for much of the ten-year period. While some regions, including Texas, continue to see record peak demand, overall peak demand forecasts for 2009 have decreased by four percent from forecasts projected in 2008. The pace and shape of economic recovery are uncertain and will dramatically influence actual load growth across North America over the ten-year period. Combined, energy efficiency and demand response resources will account for roughly 40,000 MW (or four percent) of the peaking resource portfolio by 2018, effectively offsetting peak demand growth by nearly five years.

260,000 MW of New Renewable Resources Included in Forecasts - Approximately 260,000 MW of new renewable "nameplate" capacity (biomass, geothermal, hydro, solar, and wind) is included in forecasts for the coming ten years. Roughly 96 percent of this total is comprised of wind (229,000 MW) and solar (20,000 MW). However, only 38,000 MW of wind and 17,000 MW of solar are projected to be available at times of peak demand. Though not all of these resources may come to fruition, the integration of this volume of "energy-dominant" resources (or those resources predominately available during off-peak hours) will require significant changes to traditional planning and operating techniques to ensure reliability.

Natural Gas Expected to Replace Coal as the Leading Fuel for Overall Peak Capacity by 2011 - By 2011, natural gas is projected to overtake coal as the dominant fuel source for peak capacity generation in North America. By 2018, natural gas is projected to account for 32 percent of the on-peak resource mix. Natural gas-fired generation is typically easier to site, has shorter construction times, and has lower carbon emissions than other types of traditional generation, making it an attractive option for utilities and independent power producers. These advantages have resulted in an overwhelming preference for the resource over the ten-year period, as installed, "nameplate" natural gas capacity is projected to increase 38 percent over the ten-year period, while coal is projected to increase by only six percent.

Transmission Siting and Construction Must Accelerate to Meet Plans and Ensure Reliability - Over 11,000 miles of the total 32,000 miles of transmission (200 kV and above) proposed and projected in this report must be developed on time to ensure reliability over the next ten years. Constructing needed transmission facilities will require entities to more than double the average number of transmission-miles constructed over any five-year period since 1990. Ranked as the number one emerging issue in terms of likelihood and consequence, transmission siting remains a significant obstacle to meeting this goal. One 90-mile, 765 kV line, for example, took American Electric Power fourteen years to site and only two years to construct. State and provincial siting and permitting processes must be expedited to allow for the development of needed resources and ensure reliability.

"The economic recession has essentially bought us a few years to address capacity and resource concerns across North America," commented Mark Lauby, Director of Reliability Assessments and Performance Analysis at NERC. "But the ‘benefits’ of reduced demand growth are expected to be short lived. The time is now to address concerns like transmission siting, secure smart grid implementation, and the integration of renewable resources."

NERC, FERC, FPL Reach Agreement on Reliability Enhancements

The North American Electric Reliability Corporation (NERC), the Federal Energy Regulatory Commission (FERC), and Florida Power & Light Company (FPL) have reached a key agreement that will result in important reliability enhancements in Florida. The agreement closes a joint NERC-FERC investigation of the February 26, 2008 outage that resulted in the loss of 22 transmission lines and 4,300 MW of generation and caused nearly one million homes and businesses in the state to lose power.

The agreement includes enhancements to FPL’s reliability compliance program, equipment maintenance program, and emergency operating procedures.

The agreement also includes a $25 million civil penalty, $10 million of which will be paid to the United States Treasury, $10 million to NERC, and $5 million to be reserved for further reliability enhancements proposed by FPL and approved by FERC and NERC.

As the designated Electric Reliability Organization under Section 215 of the Federal Power Act, NERC is charged with developing and enforcing reliability standards for the interconnected bulk power system in North America and has the authority to fine U.S. entities in violation of its standards up to $1 million per day per violation. Standards became mandatory and enforceable in the U.S. on June 18, 2007. Funds received by NERC will be used to offset its operating expenses, which are otherwise collected through allocations to load-serving entities in the U.S. and Canada.

Our priority in each of our enforcement actions is to ensure the reliability of the bulk power system in North America,” commented Rick Sergel, president and CEO of NERC. “We believe this agreement is in the best interests of reliability and that the actions taken as a result will reduce the risk of future outages in Florida.”

Washington’s Snohomish County PUD Selects SUBNET for Substation Upgrade

SUBNET Solutions Inc. (SUBNET) announced today that Snohomish County Public District Utility (PUD) has awarded SUBNET a contract to upgrade its electrical substations.

The PUD is the 12th largest public utility in the U.S. and currently serves over 318,000 consumers of electricity.

In an effort to maintain a reliable source of service for customers, the PUD has embarked on a dual purpose project; first, to replace old substation equipment nearing the end of its useful life cycle, and second to take advantage of available “Smart Grid” technologies.

SUBNET’s SubstationSERVER.NET™ software application will be installed in PUD substations to manage local devices. Once configured, authorized personnel can securely and remotely configure and maintain substation equipment.

TRICO Electric Cooperative (TRICO) has chosen SUBNET Solutions Inc. (SUBNET) to provide and configure a digital network enabling the Arizona based electrical cooperative to remotely manage rural substations.

Servicing rural accounts is challenging due to geographic dispersal of assets. To manage operations, engineers and technicians are required to spend many hours traveling to and from substations. TRICO is working to eliminate this overhead expense.

In an effort to streamline processes and improve reliability, TRICO is automating operations by installing SUBNET’s flagship products EnterpriseSERVER.NET™ and SubstationSERVER.NET™. Combined, the SUBNET solution enables TRICO to secure access to equipment, communicate and configure substation devices and monitor operations remotely. Operations and engineering departments are then able to remotely analyze event files to minimize outage time.

NERC and Electric Industry Continue Efforts to Address Cyber Risk

A number of ongoing and recently initiated programs have reached significant milestones in the effort to better secure the North American power grid from cyber attack, announced the North American Electric Reliability Corporation (NERC) today.

Initially launched by NERC President and CEO Rick Sergel in July 2008, the organization’s efforts to improve its response to cyber security have included the formal creation of a Critical Infrastructure Protection program at NERC, led by Chief Security Officer Michael Assante, facilitation of increased coordination between the public and private sectors on the issue, and outreach efforts to raise the profile and priority of cyber security across the electric industry.

"Cyber security and critical infrastructure protection continue to be a top priority for our organization as we work to ensure the reliability of the bulk power system in North America,c commented Sergel. "The electric industry has supported our organization every step of the way."

Efforts include:

Revised Cyber Security Standards Recently Approved, Additional Revisions Under Way - NERC’s Board of Trustees approved revisions to the organization’s eight cyber security standards on May 6, 2009 after passage by the electric industry with an 88 percent approval rating. The standards have been filed for regulatory approval in the United States and are already mandatory and enforceable in parts of Canada. Work on phase two revisions continues, with initial industry validation on track for the fourth quarter of 2009. The organization continues to evaluate compliance with the existing standards, with compliance audits scheduled to begin for priority facilities on an initial set of 13 requirements on July 1, 2009. Special Cyber Risk Preparedness Assessment to Begin - An industry-led voluntary assessment will soon begin to focus on detection, response, and mitigation capabilities for cyber incidents. Coordinated by NERC, the assessment will look beyond NERC’s current cyber security standards for practices, procedures, and technologies that contribute to cyber preparedness across the industry. Generalized, aggregated results from the assessment will be used to inform standards development activities, alert the industry to potential areas of concern, and identify areas where research and development investment is needed. For security reasons, specific results of the assessment will remain confidential, a key condition of participation in the program. Volunteer-based efforts such as this assessment are conducted separately from NERC’s day-to-day compliance and enforcement activities, and entities will not be subject to fines as a result of this assessment. Any violations uncovered during the assessment will be separately addressed through NERC’s formal compliance processes.

Secure Alerting Portal Enters Pre-Launch Testing Phase - NERC’s next-generation secure alerting portal has begun beta testing in preparation for formal launch in the July-August timeframe. This new portal will facilitate NERC’s alerts process, whereby the organization is able to notify nearly 5,000 industry personnel at utilities, grid operations centers, power plants, and transmission facilities of emerging vulnerabilities as they arise. For priority issues, NERC is able to require entities to acknowledge receipt of an alert and report to NERC on the status of efforts to address the issue. Action on NERC alerts is not mandatory. Electric Industry Education Initiative - NERC is finalizing plans to conduct a series of educational events designed to assist power companies in complying with its cyber security standards. The sessions will also promote a better understanding of the effects cyber risks and vulnerabilities may have on current planning and operational practices. Scheduled to begin with a series of online webinars, the initiative will also include secured and classified industry briefings coordinated with the U.S. and Canadian governments.

Maritime Electric Chooses SUBNET Solutions for Substation Pilot Project

Maritime Electric, a wholly-owned subsidiary of Fortis Inc, currently delivers electricity to 72,800 customers across the Canadian province of Prince Edward Island.

In an effort to maintain their commitment to providing customers with a reliable energy source, Maritime Electric is piloting a project to increase the availability of substation data to company engineers, maintenance personnel and corporate planning departments. SUBNET has been chosen to integrate an intelligent, unified and evolvable substation architecture. Operational and non-operational data will be available to authorized personnel without stranding Maritime Electric’s investments in field or IT infrastructure.
